(a) ‘He’ is Lord Ullin.
(b) ‘He’ urged her to come back because she was sure to be swallowed by the sea in that stormy weather.
(c) No, the change in ‘his’ heart could not save his daughter. She and her lover, the Chieftain of Ulva isle, were drowned in the sea.
