Who drops the silver threads in the poem ‘Song of the Rain’ and who takes them?

God drops the silver threads (series of sparkling rain drops looking like silver threads) down on the earth. When the silver threads, that is, rain drops, fall, fields, gardens and valleys become happy and look beautifully adorned.
