If the element has 1, 2, 3, 4 valence electrons, its valency will be 1, 2, 3, 4 respectively. If the element has 5, 6, 7, 8 valence electrons, its valency will be 3, 2, 1, 0. Element with atomic number 9 has electronic configuration 2, 7. So, its valency will be 1.
