The ratio by number of atoms for a water molecule are:

\(\frac{Mass\, ratio}{Atomic\, mass}\)
\(\frac{1}{1}\) = 1
\(\frac{8}{16}\) = \(\frac{1}{2}\)
Simplest ratio
